I haven't tried any of the other suggestions though. Goto your Data/Shaders folder for Fallout New Vegas. Make a backup of "shaderpackage013.sdp" then delete it. Make a copy of "shaderpackage017.sdp" then rename it to "shaderpackage013.sdp". Should fix your problem.
